1. Preheat the oven to 375 degrees.
2. Brown the beef in a large skillet over medium-high heat.
3. When you are halfway through the browning, add the mushrooms and onion.
4. Continue cooking until the meat is fully browned.
5. Drain the fat from the skillet.
6. Stir in enough gravy to bond the mixture without making it soupy.
7. Season it with salt and pepper and set aside.
8. Heat a medium saucepan of water until boiling.
9. Place the peppers in water, and boil for 2 to 3 minutes, until just tender.
10. Remove the peppers from the water.
11. Place them hollow side up, in a 9x13 inch baking dish, and fill each with beef mixture.
12. Bake in a preheated oven for 15 to 20 minutes or until bubbling.
13. Top with cheese, and bake for an additional 5 to 10 minutes.
14. Serve in a small pool of gravy.
